Yeah, I saw a 5gal tank for sale...in the picture on the front there were 3 goldfish, and what looked like a black moor. That about 4 to many fish for that tank! They should be in what, about a 45gal tank?!
Its because bettas are labyrinth fish, that means they can breathe air...so people think its ok for them to be in really small tanks just because they can breathe air.
ever see how bettas are shipped? back when I worked at a fish shop bettas would come in little bags like 4" x 2" with just enough water to cover their bodies... pretty tough fish.
To keep the answer short, people are misinformed and don't want, or don't care enough to find out the proper information.
A lot of general people think that keeping a fish tank is a lot of constant work, so if they think that they can get away with something as simple as that, why would they want to try to learn anything that might disrupt their little plan?

I hear people complain about this all the time. I often wonder what they think the alternative is.
Let's see.... each fish gets its own private tank, 20 bettas per 18 wheeler.
Or how about 20 bettas in nice big tanks, killing each other on the trip.
The reality is that to ship aquatic life and come close to breaking even for transportation is that you can't give them the best conditions, it just doesn't make sense.
