Adding gravel from a cycled tank helps the tank by putting some of the "good" bacteria that is living in the established tank's gravel and helping it "jump" off into your gravel which will make YOUR tank cycle faster. Treated water means that you have conditioned your water with water conditioner that removes chlorine and chloramines from your tap water. Regular tap water has chlorine and chloramines to kill bacteria in our drinking water, obviously, we don't want the bacteria in our fish tanks to die because it is good bacteria and keeps our fish healthy, thus we treat the water with water conditioner to remove those chemicals for our fishtanks. :) Hope that helps!
