Your guppy swimming towards the surface maybe gasping for more oxygen. Make sure there some movement in the surface of the water. Possible new tank syndrome? Tank may not be cycled yet? Fish pooing usually a good sign that they are eating. So not good for the ammonia it secretes. Monitor your ammonia and nitrite levels.

Just putting water in a tank letting it sit won't cycle a tank. It needs a source of food for the good bacteria to start to grow. Have you read any of the info on cycling a tank, either with or without fish?

If they are pooing a lot you might be overfeeding, and that may have given the distressed guppy you spoke of constipation, which would definately cause strange behavior. I agree with thyra as well, read about cycling you tank, it is essential for fishkeeping. Best of luck!
