16 gal. tall ideas

Alright, I'm starting up a 16 gallon tank, same width and length as a 10 gallon, just taller. I'm trying to decide what kind of fish to go with, and whether to do planted or plastic. Or maybe cichlids and rocks? I don't know. Preferably something cheap, just moved so I don't have a job yet and no extra cash.

Anyone have any suggestions?

I think some schooling fish, maybe some neon tetras or something would look nice. Maybe 6-8 schooling fish and then maybe a couple larger centerpiece type fish.

I have one of those tanks.

They're a real pain to light for plants, due to the depth. They're also really hard to aquascape well, due to the proportions.

I have mine planted with some rasboras and a clown pleco. The rasboras work, because they sit in the middle of the tank all day :)
