Okay, I have a 20 long with a firefish and a saddleback toby. I was wondering if I could get a dwarf angel. Such as a flame angel?

Alright, would a cleaner shrimp be safe in there? I have a pretty bad algae problem that keeps coming back.

Cleaner shrimp don't clean algae, they clean fish

Are there any shrimp that will eat algae?

Not really. Snails are your best bet to eat it, but you really need to figure out the cause of the algae and solve it that way.
