Question 1
Hi, I would say hold off on adding anymore fish. All your fish might be small now but when they are fully grown that 20gal might be close to overstocked. It is better to have an understocked than an overstocked aquarium *crazysmiley*
Question 2
I don't think that you should have to worry now about waiting to change to another filter. Again though better safe than sorry and you may want to leave both filters on for another two or three weeks ;D
Question 3
I have just set up a tank with sand for the first time and found that you do suction out a little of the sand each time you vaccum. I  have never heard of adding sand to a full aquarium it would create so much dust. I would say just don't worry about it. *laughingcryingsmiley*

Question 1
Already overstocked. Rainbows alone will fill it...and then some.

Bumblebee gobies are brackish...and mainly eat live food IME. They may not last too long. I would take them back.

No more fish.

Q2
It is so..give or take a week. That is unless your current filter has hardly any bacteria in it...then it wont take as long to build up the bacteria you need. With all those fish...ammonia will be a problem without a good filter or a filter with extra media(wet/dry ; bio-wheel ; biomax media added)

Q3
If you do vaccum your gravel..I am sure Colisa is correct.
I believe it was Tim from this board that suggested adding a funnel or tube and pour the sand into the tube and have the end at the bottom where you need the sand at...no mess.
