3g tank for my betta

i have this 3g tank i bought and never used so i figured i'd use it to house a betta. it comes w/ a filter + a 13w 50/50 light and here is my question.

can i possibly put another fish in the tank w/ the betta like maybe a couple neon tetras, fancy guppy or small shrimp?
i would also like to add some plants inside the tank so any suggestions? would some plants be ok having the tops of them protrude out of the water i think i would like to go for that type of look
i will be adding some sand i had in my old reef tank that is now dried up and laying around in my garage.

3 gallons isn't really enough space to house a betta plus others. If anything the betta will feel very over crowded and become aggressive towards the others. Guppies shouldn't really be houses with bettas due to their fancy fins. The betta usually sees it as a threat(if it's a male betta of course) You can try shrimp but those only worked with 1 of my bettas. The other two found and devoured the ghost shrimp. They're great treats for bettas, honestly.

You can put bamboo in the tank because their leaves have to be above the water. They also don't require any strong light. Another good plant would be java fern. It's very soft and bettas love to rest on it. It does well in low light aquariums as well. Java Ferns or maybe some dwarf anubias.
