4 ft tank ready to start

i started this tank as marine then fresh now again trying to make it marine again
this tank is 4 years old

i got this 15 pieces of live rock inside with no gravel

any suggestions

1 aheim canister filter
2 head pumps

You should get more live rock, minimum 1 pound per gallon of water. Also get rid of the Eheim filter. Substrate is not really necessary on the bottom but I would recommend it. You should use some araganite type substrate or some other non-silicate based sand.
