I did a DIY rain gutter setup that works great on my 29g. You can do crazy amounts of light with CFL screw-ins these days.
At 36x18 on top you could easily run two gutters with four bulbs at 26W each.
So a total of 208W over 40g.
That would give you 5.2WPG max capacity with the gutters. (They do produce some heat though.)
With 8x10W CFLs you'd still be sitting at 2WPG.
Standard daylight 5,500k-6,500k bulbs are available everywhere from 10W-26W each and are fairly cheap.
Specialty CFLs running 50% 8,000k 50% actinc only come in 10W and run around $10 a piece from what I've found.
