A new fish in town

I have brought in a new Serpa Tetra to my tank, he or she is bigger then my other three already in there. All it does is chase one of the fish while the other two hide and try to get out of it's way. My tank is 5 gallons, so there is not much space to hide. I read these are schooling fish, but they don't seem to do much of that. Just wondering if this is normal activity. Thank you.

Its normal to have a pecking order, but i don't think its normal for tetras to really bully others to the point of hiding.

Maybe its just the personality of your fish. If they're not getting hurt, its probably ok.
