Is the fish pine coning? If not try to get it to eat a pea, frozen pea defrosted in a little tank water the shelled. It might just be constipated. Do not add regular aquarium salt thinking it will fix it, that just makes it worse if it is dropsy.

I had a bigger tank on my desk at work 2.5 it was fun but I wanted to down size so I did go to the gallon and 1/2 tank and that was good, I did regular water changes and I guess with the last water change last week there was something amiss in the tank :(

What can truely cause Dropsy in a betta?

yes two females can be housed together...but you really wanted to downsize to a 1/2gal? Why? In the long run, tanks that small do not house fish for long..they are hanging on to bare life, and certainly dont thrive in those conditions. When you see a betta housed in those cups, it's really only meant for short term, the rice pools they are found in are very deep
