ahh help identify disease????

ahh one of my neon tetras i just bought seems to have a white spot..like the colors are all fine until it gets to that one spot, it just like has white scales about a few mm behind where the pectoral fins like come out of the body...it breathes rapidly and isolates itself from the other neon tetras, which school together

it doesn't rub itself against anything, just rapid breathing and isolation, and i dont think its ich becuase it doesnt look like salt sprinkles on it

i've read the disease database and all, but i'm inept at things like this and i still cant determine what it has

anyone have any ideas?? and if you do could you provide a remedy as well?

hm..the white isn't as pronounced as in that picture, also its on the silver part of the tetra...so it was hard to spot at first..and its not milky in color..could it be fungus?? but then its not cottony and fuzzy..so im at a loss!

as of right now only 5 zebra danios...but now the more i look at that picture and the more i look at that tetra..i'm beginning to think its neon tetra disease :(

but then i do remember that when i first put the tetras in, the danios were kind of harassing some of them chasing them around and some of my neons would do this funky thing where they spin and like hit their sides against the substrate..which is tahitian moon sand...so could injury be a possiblity? there's no redness though...hm i'll ask my dad for a digi cam or something and maybe post a pic of it
