algae type growth in tank

Hello all, my tank is about 1 1/2 years in cycle. I have two clown fish and a diamond goby in a 30 gallon. I have a fruval filter setup with a uv sterilizer and a protein skimmer. My tank has been very healthy, but just recently this red/brown stuff has started to carpet the gravel and is on the rocks too.

I tried some algae control additive, but it didn't help. My glass stays crystal clear except where the you see it creeping up, so im not sure if this is algae. Any ideas would be appreciated.

Thanks for that article, it was very helpful. Im now testing my water's PO4 level, and im going to head to the lfs for some phosphate remover.

question: I have a 'complete' test kit which includes testing for: pH, Ammonia, Nitrite, and Nitrate. Do i need to purchase a phosphate test kit?
