Ammonia high, cycle not moving

Hi all, new here. I have been cycling my 20gl freshwater for 7 weeks now and the cycle is stuck on the ammonia stage for this whole time, between 2-3 readings. I can't get the Nitrites to spike or even show up. Nitrites and Nitrates zero. I am doing water changes, but what can I do to move this cycle along? Fish seem ok. Can I add bacteria (cycle) with fish in the tank?

What type of fish and how many of each are in the tank?

I also suggest you test your tap water which you condition and add to tank when changing.
