Another dead Neon

#1
Well it's the next day and another Neon is dead. Leaving 1 Neon and 2 Bloodfins. The 1 remaining Neons fins are all torn up. I spent a while watching from a distance to see if the Bloodfins were attacking it and I haven't caught them yet. I looked up Fin Rot in my books and it says that they would be red and inflammed, so I don't think it's that. They are not red at all. I checked out the Bloodfin Tetras fins and they are white on the ends. Does anyone have any suggestions? I'm about to leave for a weekend and I need this problem resolved.

the tips of bloodfin tetras should be white; that's how they are designed.

neons are very fragile fish, especially in tanks that are newly setup and the water parameters aren't really stable. All of my neons died and I never replaced them the 3rd time. My bloodfin tetras laster for years, as have my X-Ray tetras.
