Barbel Infection? Help Please

My cory is acting strange, i had twice came up to the tank and thought it was dead. But it was just floating awkard on the top. He rarely stays on the gravel. He mouth area has no barbels and its a light yellow color. I was worried so i did a 50% water change vaccumming the gravel real well. But still he has got no better. What is this and how can i treat him? Help please Id like to take immediate action to help this little guy out.

EDIT : I just checked my water parameters and they are all 0, except the nitrate which is around 10, I just did a water change 2 days ago therefore its low.

You don't think he has mouth rot or fungus of some kind? And maybe your cory is floating around at the top to get more air cause its restricting his breathing. Just an idea.

Definately not a lack of O2. But these last few days he doesnt seem to be acting strange so maybe it was becuase of high nitrates.
