I have a sun cat that only has one eye, and because I see no scar tissue or even a socket I think it was hatched like that. I've seen fish born with one or no eyes at the culture facility I used to work at. Congential defects like that happen all the time to fish. Whether the fry live or die depends upon natural selection.
There are many diseases and things that can make a fish go blind or to loose an eye. One eyed fish can function just as well as fullied eyed fish since fish have several extra senses to use, such as the lateral line organ, to help them navigate and find food.
Some fish have evolved to lack eyes, such as cavefish, who need no eyes because there is never light in their natural habitat. Others have such weak sight, like the weakly electrical fish (black ghost knives and their kin), because the water they live in is so silty they'd just as likely not see. Again, fish like that adapted other senses, electrical sense, to make up for the weak one.
