In order for my pair of red zebras to breed
do I have to have more than the two?

Don't have to no. A male and a female can do the job. But more females will increase your chances.

Of course, pending you having enough tank space to house more females.

i usually say 1 male and 2+ females if you want to breed only because if you only have one she might not want to breed with that male.

Or aggression might run so high in the male that he kills the only female he has. Not uncommon at all which is why more females is usually recommended. I have, however, done just fine with single pairs. Even with species you'd think would be hard to keep satiated with only one female like L. fuelleborni, M. crabro, M. greshakei, P. demasoni and currently M. sp. Zebra Chilumba. Of course it's taking chances and through personal experience I'd rather be safe than sorry.
