Dunno how to permanently get it off sand but why not trying to stir the sand a bit with the back of a spoon or something to blend it into the rest of the sand. It will also help prevent anaerobic bacteria pockets from forming in your sand bed.
And why the CAPS LOCK?? It's screaming out loud in Internet communication.

Algae is hardly life-threatening. If aesthetically your tank isn't pleasing you, it's really not an emergency situation. I'm sorry that you aren't pleased with your tank's visual appeal.
