You don't need air bubbles to put oxygen in the tank. The air bubbles are not what puts oxygen in the tank. The air bubbles simply cause water movement. 'Turning over' the water and letting oxygen dissolve from the air into the surface of the water is what oxygenates the water. The outfall from your filter, a powerhead, or just having good water current lead to good oxygen levels in the tank.
