Can somebody please tell me what this is on my plant

I have a 5 gallon freshwater tank that has done really well for the past 3 years but I noticed today something odd right on the top of one of my plastic plants and I was hoping someone here could tell me what it is. I have 2 pictures I hope they will help

algae or mold. wash the plant in old tank water, not tap water.

Can you reach in and pluck it off?

Could it be eggs? What fish do you have in there?

I have 3 glofish and an African dwarf frog in that tank but those are newly added as of about a week ago prior to that there was only an albino rainbow shark in there but I moved him to my larger tank. I have been testing the water in both tanks everyday since the swap and nitrate, nitrite etc are all at perfect levels.

we need a better photo of it. it's very hard to tell what it is. use flash with your camera to get a clear photo.

What numbers are 'perfect levels' for nitrate and nitrite? What about ammonia? All of these should be monitored for the health of your fish.
