It is proper filter media, it has porous surface and traps minute particles present in water, Also IT removes TDS from water, it removes dissolved minerals and even some nitrates from water (depending on the amount and quality of carbon media) but if you are dosing your fishtank with some medicine or carbon source for plants for nutrient liquids that too gets removed from water when going through carbon so this is when its not right to keep carbon in tank.
