i have 2 bettas in a 1gal fish bowl. the red female is already plumpy. the blue male already started the bubble nest under & around the floating fake plants. there's no eggs yet under the bubble nest. can i still do water change? or i would just disturb their breeding process? how can i change the water w/o disturbing them?

I would wait until after the eggs have hatched for a water change... doing a water change is not good for the bubble nest, sometimes it partially survives but sometimes it is completely demolished. You might be able to siphon an inch or so off the bottom, and then pour new water in very gently on the other side of the bowl.

Is it heated? You'll have much better luck in a heated tank, the fry need stable temperatures of about 80F to survive.

Thanks Capslock for the response.
There's no heater in their bowl. But since it's still cold season here in KSA so i'm using a room heater to keep my room to a normal temperature, and I guess that also makes their water temp normal.
