Cleaning a used bio-wheel

To make a long story short, I got a penguin bio-wheel 350B from a friend. Thing is, one of the bio-wheels has a blue mark on the corners of three pleats. It seems like some kind of stain to me, I have no idea what it is. After scrubbing with my fingers it wouldnt come off, I asked him and he said he got it like taht.
Now, my concern is if it is something unaqarium say paint of something, it could leak and possibly be of harm. These filters are the new line and their replacement wheels are 10 dollars each.
Does anyone know how I should clean these? How about just cutting the little section off?

You can run it w/o the bearings? Call marineland at 1800 322 1266 to order replacement parts. Bearings should be cheap and easy to find.
And yes, the water is up where it should be, I have an aquaclear running on the same tank and its silent.
