the pipes too my tank from my extrenal filter are getting dirty should i clean them or do they have good bactria?

They'll have some good bacteria, but then again every solid surface in the tank does. The pipes won't have enough bacteria to make the tank do a mini-cycle if you clean it out. You'll probably get more flow, too.

Yes, they collect all sorts of nasties over time and do need to be cleaned occasionally.
