is a cleanup crew needed for a >5 gal, soft coral only tank? Are frequent changes and substrate vaccuming needed when there are no fish?

i dont know, im guessing only a little to clean some stuff, i dont think corals produce waste, so maybe not, i wanted to turn my mantis tank into a coral propagation tank and keep him in there, but if there needs to be a clean up crew then im not to sure.

Definitely go with at least one astrea snail and some other small snails to keep algae down on the glass. Other than that, no, not really, but a reef hermit or two couldn't hurt anything, though you'll have to feed once a week or so.

No on the frequent vacuuming. I have a 1 gallon soft coral system and I never go near the bottom.

Be sure you have some very strong water movement in there to prevent any dead spots from occurring. Good thing is this is easy with micro reefs.

Frequent water changes are always good. I change out about ten percent of my 1 gallon about 3 times a week.

I have green star polyps, an electric green mushroom which isn't doing so hot, and brown button polyps (zoos).

The GSP is thriving. Climbing the walls of the glass and fully extended. I don't know why the mushroom is looking so weak, could be the heat from the day now that summer is here. In fact all my mushrooms other than ricordia are doing poorly (in my other ten gallon).

Basically any zoos, mushrooms, and star polyps are ideal for picos. But there are more out there, can't really think of any, just depends on the size of the tank and the space a coral needs. If something gets too big, you can always frag.

That sounds awesome about your dorm room. I wish I knew about micro reefs when I was in college, would have been great.
