Cycled Tank?

How high does a nitrite spike have to be to be legitimate? I have kept the ammonia at .25ppm with water changes. When I started to see nitrite it was at .025ppm, but a couple of days ago it supposedly “spiked” or at least it went up to 1ppm and maybe more - those purples are hard to differentiate. (The ammonia went to 0) I changed 25% of the water twice that day. The next day it was back to .25ppm and the following day it was 0, as was the ammonia. There was a trace of nitrates and today there is definitely 5ppm nitrates. Do I consider it cycled? *SUNSMILE*

Is the tank planted? If so, how heavily? If it isn't planted, or it is lightly planted, I wouldn't consider the tank cycled until you are showing 10ppm of nitrates. If it is heavily planted, then 5ppm is fine.
