Dead ottos?

One of my ottos is floating on the top of the tank on it's side. It's not dead yet, still moving some. The underside is swollen and ther appears to be a red spot near the bottom of the underside. The other one is dead and laying on the bottom.

Can I be certain that the floater is dying and take him out now? The other fish are starting to nip at him..

I added the ottos about ten days ago and they were feeding off the brown algae in my tank. I would drop a pellet and some algae wafers once in a while but don't believe they ever wandered near the wafers.

I did a 45% water change, cleaned the filter and replaced the foam insert about 3 days ago..

Any obvious thing I did wrong?

They're both dead..

Ph = 7.0
Ammonia = 0 ppm
Nitrite = 0 ppm

Though I'm not too confident in the ammonia test as it never registered during the initial tank cycle, though the nitrite test worked fine..

I added the two ottos and an upside down catfish about 9 days ago and have been feeding a bit more lately trying to get some pellets and algae wafers to the ottos and catfish... Maybe there is a minicycle happening.. ???
