I was considering taking dead tree branches and coating them with something to make them thicker and paintable and possibly making them look like branch coral. I thought maybe fiberglass resin would work well. They sell an additive that thickens it and you could actually brush it on real thick. You can also add coloring to it.

Does anyone know if that would be safe once it cured? Any other suggestions?

Take a look around the net at some of the plywood tank DIY's. I know for sure they use fiberglass resin, but I don't remember if they say painting it is a must or not. I would assume it to be safe to the fish and tank in raw form even. Setup a small tank and give some small pieces a go and see how it goes. Buy cheap fish. lol
