Pet store says our fish have dropsy. They swell up and there scales start to stick out ,then they die.Have medicated our 55 gallon tank twice and fish are still dying off.At our wits end and don't know what else to do.By the way. What brings this into a tank in the first place.

Wow, I'm really sorry.

Have you tested your tank for ammonia, nitrite, and nitrate? If so, what are your current readings? Have they changed?

Please tell us about your tank maintenance: water changes (how often, how much, how done), cleaning, anything else you do to the tank. What meds have you been using? Any other chemicals? What fish do you have in there and what sort of losses have you had?

Poor water conditions weaken fish and make them susceptible to disease.

All this info can give us a clue why this may have happened and can help us advise you how to proceed. Unfortunately, dropsy is very difficult to treat. IMHO the best advice will be focused on getting your tank straightened out so that hopefully you won't have to deal with this again. Don't lose heart. You can get by this and have a nice, healthy tank in the future.

I second what homebunnyj said.
Also, it is my understanding that dropsy is not contagious. Sometimes a fish may come down with this (and there's really not a whole lot you can do once the symptoms become apparent), even in an apparently healthy tank, but given the preponderance of the dropsy in your tank I'd pay special attention to water quality issues rather than trying to search for a treatment. Prevention is key.
