Dwarf Gourami is sick with something

I'm not a great expert on fish diseases, the only thing I ever had to deal with was ich, so bear with me if I sound stupid!

My male blue dwarf gourami has been acting really odd recently. First it started off as not eating much, then he's been hiding way more than usual. Now all the time I see him in the tank and I keep thinking he's dead, except for the gills moving. He lays down on the gravel alot.

I netted him close to the front today to get a good look at him and it looks like his scales are poking outward!
Is there anything I can do for him or is he pretty much a goner?

Is his stomach extended? Look at him from the top and see if he is wider and if the scales are truly sticking out. If so, it is probably dropsy, and he is most likely a goner. How many fish do you have in your tank? What are the water parameters?
