Fed up with brown algae!

I need advise (once again) on how to get rid of brown algae. I've been doing exactly what you advised weeks ago and I still can't seem to get rid of this problem.

29 gal., set up June 13th, 2 male guppies, 2 fruit tetras, 2 serpae tetras, 3 zebra danios, and 1 cory cat.
Ammonia: .25 Nitrate: 20 Nitrite: 0 PH: 7.8
Temp: 76-78 2 live plants & Whisper 30 filter.

My ammonia/nitrate/nitrite has been at this reading for 3 weeks straight. I do water changes (with gravel cleaning) once a week and I am not over-feeding the fish. My water is crystal clear and fish are very happy but I can't seem to get rid of this brown algae. It's all over my artificial leaves, ornaments, and some of the glass. Before each water change I rub it all off (removes easily) and clean the ornaments but after two days here it comes again! I am so frustrated I could scream. I have heard that green algae is good, brown is bad. What is the truth? Will it ever harm my fish? Do I need to use Algae Destroyer? I tried this 3 weeks ago and was advised not to use it again. What is the proper procedure to getting rid of this? Now, my filter cartridge looks really bad (brown) but I have not changed it, only rinsed it. I was also advised not to. Would it help if I put in a new one? Any advise would be greatly appreciated!

Ottos will take care of it but don't put any in while the tank is still cycling. Until then just scrape it.

How do you like your whisper 30? I'm looking for a good filter for my 29g. Is it quiet? My tank is in my room so I need a quiet filter.
