Im not sure Ive never heard of flagstone before. But there is a simple test to check if the rock is safe to use or not. Just drop on vinegar and if it starts to fizz dont use the rock. If it doesnt you can use it.
If you really want to use the rocks search some more on that rock safety testing. Im not to sure but i see people talk about that method quiet frequently so im sure someone else can hook it up with some detailed info i just know the basics of that vinager testing stuff. Good luck with the rocks though.
