I just recently bought two green puffer fish...The first one died and I cleaned the tank, but now the second one is acting strange. Hes actually a bit more lively, except his white belly is turning a gray color...he is eating fine and seems lively, but I'm not sure why his color is changing...is he okay?

Just a few into questions to your tank that will help:
Is this a brackish tank? What size tank? How long has it been running? Did you cycle it? Any other fish?

these questions will help answer your question as to what may have happened. I am not familiar with these fish and I dont know if it is even a marine puffer (but rather brackish?)

If it is a green spotted puffer then it needs brackish water when young and full marine as an adult. They also need at least 30 gallons each and need to be fed a varied diet, including snails to keep their teeth worn down. Check out Welcome to the Puffer List to correctly identify your puff, because a lot of times the stores are wrong.
