Usually when you see a heater that is at an angle it is because the heater is to tall for the tank and if it is submerged straight up and down it would touch the bottom and that is not a good thing.
As far as circulation goes, so long as water can freely move around the heater that is all that really matters. Many people say that a heater should be installed as close as possible to the filter intake or outlet, but so long as you have good circulation in your tank it will be ok anywhere.

It should not "be" at an angle. regular heaters need to be straight up and down cause you need to keep the cord ends dry. Submersible heaters dont have this problem, therefor can be mounted at angles, flat on the bottom or even upside down if you like. Its up to you.

And like halfcent said, it should be kept close to the filter intake for good circulation. and to avoid creating any hot spots in your tank.

Personally mine is horizontal cause i bought a heater based on wattage, and later found out it was longer than my tank is tall.

The only reason people put their heaters at an angle is because if your heater has a thermometer then you dont want it to be at the same level in the water of the heat it produces. This just gives an accurate measurement of temp. But just to be sure always put one at the other end opposite the heater.
