It could be the heater and or the thermometer. How many watts is the heater and how many gallons is your tank? I think you only need ~2-3w per gallon to raise the temp 6 degrees.

I would never use a whisper heater, I like the Marineland Stealth's. Thats just me though.

The ambient room temperature plays a large role in how warm your aquarium stays.
I have 300 watts of heat in my 60 gallon tank in the basement. It does just fine. My basement stays a near constant 65 degrees. I keep my discus at 86 degrees of water temp.
Could be the heater....
How big is your tank?

Well, 84 is a good temp for my discus. :)
This is a stupid question but does the temp fluctuate without you adjusting the heater? If so, then your heater is not what I would consider to be reliable.
I only use certain heaters. Back "in the day" it was always Supreme. Now I use Visi-Therm and Ebo. I do have the heating capsule in my TetraTec PF500 filter and it seems to maintain the temp that I set it at.

Bala,
I am glad that Tetra is taking care of it for you. That has to suck that the temp changes so much.
I do like Tetra products for one reason: flip over a box and read where their stuff is made. Most of it is made here in the good old USA.
As for the heater issue, that woulda freaked me out too.
