is it better to have my stream of water coming out of my filter near the surface so it breaks the surface, or to keep the stream of water under the surface so the surface water isnt broke? i know this is a really stupid question but i really dont know lol, any help would be apreciated lol :)

No such thing as a stupid question! :p

It depends what you're trying to do really. If you're looking for quiet, have it under the surface, but if you'd like some extra oxygen in your water (if it's above the surface, you get bubbles, right?), then let it make a splash :)

Oh, about the only time you don't want the water breaking the surface is if you are injecting CO2 in a planted tank. It will cause a larger amount of the CO2 that you inject into the water to gas off. Just another thing to look at. But if no CO2 is being added, then you can have as much surface aggitation as you like. :)
