my filter is putting out a layer of bad my betta cant surface. i cleaned them out but they keep comin' HELP!!!

Layer of bubbles they form constantly

What kind of filter is this? If it's an HOB fill your tank up higher, If it's a canister then you need to A) find the leak or B) Bleed the air out of the system. The only other filters I can think of that will do this are ones that use air to power them like sponge, box, and UGFs. If your using them well not much you can do sept get another filter.
