I just bought another hillstream/butterfly loach (coldwater pleco) to keep the one I had company, but it seems like the new one keeps sliding down the glass as if it is having trouble with its grip. It doesn't seem to be doing it on purpose. Is this common when they are small, or should I take it back and get another one?

well, these loaches DO like to slide along the glass. Make sure you have some very smooth stones in your tank as well. They should never be found laying on their sides or back, so what exactly happens when they "slide downt he glass"? Do they end up lying face first int he gravel at the bottom?

It just keeps sliding down until it makes itself go back up again, but it can't stay in one spot like my other one does. It usually slides backwards or sideways.

Maybe it is looking for food. THese guys are not easy to keep fed as they like to eat the microscopic organisms that grow in algae beds. How long has your tank been set up?

I can see him eating, but as he is wiggling forward to the right, his body slides down sideways, or backwards if he is facing up. The other one doesn't have this problem. They pretty much look like my avatar, but the new one has a bit different design.
