Wash the rocks first like Denden and Somonas said to get all the large debris off first, that way the bleach is more affective. A 10% bleach solution will kill nasties, even viruses, on contact, so there really is no reason to soak the stones in bleach, but if there is caked on mud or dirt you might want to soak in warm water for about 24hrs, then scrub down with bleach. If you are concerned about bleach lingering in your tank, soak the stones in a solution of dechlorinatior, the same type of dechlorinator you'd use for your fish tank, for 24hrs. Then the rocks should be ready to be placed in your tank after a final rinse off.
