I have a 20 gallon tank, should I get a whisper internal filter or external filter also how do internal filters work

It is really a matter of preference. I prefer external filters because they take up less water space. I'm not an expert, but I believe internals are quietier, and sometimes create less of a current than external filters. I'm not an expert, but that's what I hear. They both require filter media and I'm sure internal ones are not that hard to work.

the internal on my betta tank is completely silent but doesnt move the water as much even though it is a supposed "10 gallon" pump on a 5 gallon tank.

the external "Hang on back" or HOB filter on my 25 is silent when the water level is high enough. every now ans again it gets a small air bubble and makes a little noise, but not much.

if you are talking about an external canister, those are generally silent as well.
