Probably not ... Puffers tend to badger anything else in their tank. A fish has to be considerably larger than a puffer for it to be left alone. Considerably larger in this case means large enough to eat the puffer, which they likely would. A fast fish is not a suitable tankmate either because puffers are ambush preditors. With luck, some people keep kuhlis with dwarf puffers but it's still not a sure shot.
Just out of curiosity, why would you have a 55 gallon aquarium with only 3-4 dwarf puffers and a few bottom feeders? You could do exactly the same in a 10-20 gallon aquarium.
