I would do more than a 10% change. The tank may be going thru another cycle, or you nitrites and nitrates are just that darn high. Either way, try about a 30-40% water change, then test agian. Keep this up at least every other day untill the tank balances out. Once it stabalizes, weekly water changes of 20% will keep it consistant.

What fish are in there now?

Also what about your filtration? If you have completly changed out you filters, you may have gotten rid of good bacteria colonies. That would be a reason for the high test results. If this has happened, there is nothing you can do but wait till new colonies grow. But the water changes will help in any situation.
