lethargic fish

i was wondering how to tell if my new fish is lethargic ( i think i spelled it right) he is opening his mouth very fast along with his gills too. i just added him to my tank today and i acculmated him too. my adding some tank water to his bag waiting 15 mins and then taking a cup out and then adding 1/2 in to his bag. i did this twice. he is a blue ram. now my temp is at 86 bc of ick (which only found on one fish) so i left him in his bag in my water longer then usually to adjust to the temp. plus i know it wasn't a good idea to add a fish when i am treating ick but he was on sale for a least $10 cheaper then usually at my LFS don't know why but i couldn't help my self. so is there anything i can do for him or should he be okay.

Honestly you probably should have aclimated him more slowly. If he doesn't die within 1 hr of being droped in the tank he should be fine. At least the first couple hrs to the first day even, usually the heavy breathing is normal for new fish.
