loner neon tetra

I have a question regarding one of my neon tetras.  I have a 29 gallon tank with 12 neon tetras in it.  There aren't any other fish in it because it's a new tank.  It has been cycled, and all water tests indicate that things are as they should be.  One of my neon tetras does not seem to want to school with the other fish.  He just hides underneath the aquarium decor.  He can't be feeling threatened, because there are no other species in the tank.  I have had neons before, and never had this problem.  He does not appear to be sick, and is eating fine, he just likes to hide.  Anyone have any ideas why this might be?  Is he okay?

Well, if he is ok, I wouldn't worry. I have about 17 neons, they somewhat school, but not very closely. They scatter around really. I guess in my tank, they're so comfortable with the surroundings, they really don't have that natural urge to tightly school. ;D
