looks like poppy seeds

Let me start and say I do not have the time or funds for a huge aquarium, I spend all the funds on our RES. However last Dec. my son wanted a Beta. I said sure and bought a small 3 gal tank ( I didn't think he needed a small space like the box he came in). Any who, we moved in march about 20 minutes away, yay Beta made the trip. In April we added a neon tetra, and they got along great. Sadly neal the neon passed away yesterday morning. On to my question. At the bottom of the tank, on the black part that holds the filter in place, there are an abundance of mini poppy seed looking things, I noticed it a few months back but figured the snail would take care of it. Well today I took out the tube to the filter to clean it. These seed looking things are very hard, and can not just be rubbed away. Any ideas on what this is. I do believe it started after we got the neon.
