You could, but that might not be best... 400w concentrated in about 2-3' (depending how high you hang it) Note it doesn't have the bulb - which is the expensive part.

You might want to look for some of the 70w HQI metal halides instead - excellent lighting for fish tanks.

I'm just trying to find something that will penetrate the 24" depth of the tank and allow my swords to grow. I have found the bulbs for $70.00 each. I didn't know if MH was good for planted tanks or just for reef tanks. I have one of the 70w HQI's on my reef and love it.

That'll certainly get you down 24 inches though the coverage will be quite limited in diameter unless you hang it high. In 24 inches I'd have thought any PC or fluorescent supplementation will be academic compared to this.
I don't know how well T5's penetrate 24 inches of water. I think you're on the right lines with halides, and 400 watts for under 100 dollars looks a good deal to me
