You may have already done this but most filters need to be primed after they are turned off. If it is a hang off the back type filter just pour some water into it and make sure that it is on full stream if it has a flow adjuster.
Hope that helps (BTW running a filter dry can burn the motor out I broke an impeller that way)

Just a note, when it is not sucking, try not to switch it on. In case it is dry at the impeller area or the impeller is stucked. Otherwise you might fry it.

I suppose it is vibrating but not sucking. If there is no slightest sign of "life" in there, it is probaly fried or there is connection problem.
