More powerful lighting

I've got a standard T-12 flourescent, 20watt (10,000k) over my 30 gal. It looks nice. But, with black substrate it's a bit subdued. Would investing in a power compact actually increase the amount of light?

For Catfishmike: Where around here could I check one out? Petsmart and Petco are useless.

PC lighting may help, but a less expensive alternative would be to get a standard light that accepts two tubes.

Either choice . . .twin tube or pc would increase the amount of light.
