I totally cleaned out my ten gallon and am clenaing it out with bleach to sanitize it totally. After I do this Im planning on tanking some of my media from my 70 gallons canister filter and putting it in the water holding area before the main cartridge filter on it will this help speed up the processs.

There are very few beneficial bacteria present in the water column. Your best bet would be to seed the filter with actual media from your established filter or, barring that, some gravel from the established tank.
